Admin tech 20 is required to form Egypt, and it doesn't really give you any bonuses. On the other hand, forming Arabia gives that great culture union which I feel makes you much stronger earlier on. 2

Yeah, I don't really understand why it requires admin tech 20 tbh. Forming Arabia is the much better option because you still get to keep that sweet sweet Mamluk government AND you become Empire rank and get a whole bunch of claims. Plus, Mams are already dominant in the area so it's not that difficult to form.

The idea behind Egypt and why it used to be good is because government reforms were unlocked later in tech but they required some cost. The form egypt gave you those later reforms cheap. IMO forming Egypt should give a lot of government progress because that is what it essentially used to do. Right now it's just left over code from the past.

In multiplayer the ottomans are always the better pick but Arabia can still be a ton of fun. Hejaz is a minor and you have to get lucky to succeed. Your best bet is to consolidate as much of Arabia as possible then wait for ottomans to attack mamaluks and take as much Egyptian land as possible.

The only relevant difference I can see is Mamluk government vs Administrative Monarchy (and later 'western' gov'ts, or possibly Iqta if you want to), and it's not entirely obvious which is better (Mamluk gov't gives more promoted cultures, +2 admin ruler skill and some freebies in manpower and cash every so often; admin monarchy gives more states and boosts to production and tax, and can reform into better gov'ts later; also better control over monarch stats via disinheriting/abdicating).
